गांव ,कस्बो और जिलों में पुरानी तरह के हजारों सिनेमा हाल बंद होकर मैरिज हॉल और मार्केटिंग कॉम्पलेक्स में तब्दील हो गए। अब ओटीटी की डिजिटल आंधी में जब मल्टीप्लेक्स भी बंदी  मुहाने पर है, तो उसे कौन रोक सकता है? बोस्टन  कंसल्टेंसी की  रिपोर्ट के अनुसार अगले 3 सालों में अटोटी कंपनियों का भारत में पांच मिलियन डॉलर का बाजार हो जाएगा। टेक्नोलॉजी  और विदेशी पूंजी को बड़ी ताकत से लैस ये कंपनियां बाजार में अपना एकाधिकार स्थापित करने में सफल हो रही है। विदेशी कंपनियों को कानून और टैक्स दायरे से बाहर रहने की सहूलियत  मिलने से भारतीय उद्योग दौड़ से बाहर हो रहे हैं। पिछले तीन महीने में आपदा प्रबंधन कानून (डीएमर) के तहत श्रम , किराया और वेतन भत्ते के नियमों में बदलाव हो गए। ओटीटी कंपनियों  के लिए कुछ महीने पहले एक दिन संस्था ने स्वैच्छिक कोड ऑफ कंडक्ट बनाया , पर अधिकांश कंपनिया किसी भी निगम के दायरे में नहीं आना चाहती है। सरकार यदि ओटीटी कंपनियों  पर सेंसर बोर्ड के नियम और टैक्स व्यवस्था लागू करने में विफल हो रही है तो फिर परंपरागत सिनेमा कारोबारियों को भी सेंसर बोर्ड और टैक्स नियमों की जकड़न से मुक्ति क्यों नहीं  मिलना चाहिए ?

 

लोकतंत्र का चौथा  स्तंभ मीडिया भी लॉकडाउन के कठिन दौर की वजह  से अनेक संकटो का शिकार हो गया है। ऑस्ट्रेलिया के प्रतिस्पर्धा आयोग ने संकट के मूल कारण को पहले से पहचान लिया था। अखबारों की न्यूज़ से विदेशी डिजिटल कंपनियों और सोशल मीडिया प्लेटफॉर्म्स को बड़ी आमदनी होती है। आयोग ने सोशल मीडिया कंपनियों  से कहा है कि न्यूज से हो ही आमदनी को ऑस्ट्रेलियाई अखबारों के साथ शेयर करना होगा। भारत में अनेक भाषाओं में प्रकाशित होने वाले एक लाख से ज्यादा अखबार और पत्रिकाओं  से लाखों लोगों को रोजगार मिलता है। नियमों के अनुसार मीडिया के कारोबार में विदेशी कम्पनिया सीधे तौर  नहीं आ सकती। भारत  में रजिस्टर्ड  अखबार व टीवी मोडिया को जटिल नियमों का पालन करना होता है। दूसरी तरफ डिजिटल कंपनियां भारत से सालाना  20 लाख करोड़ से ज्यादा का कारोबार करने के बावजूद यहाँ  के कानून व टैक्स  के दायरे से अभी तक बाहर है।

 

आज़ादी के बाद जब संविधान बना, तब न तो मोबाइल था और न ही इंटरनेट।  संविधान की सातवीं अनुसूची के अनुसार डिजिटल जैसे  नए मामलों पर केंद्र सरकार को कानून बनाने और कार्यवाही करने का अधिकार मिला है। संघीय व्यवस्था में राज्यों के पास कानून और व्यवस्था का अधिकार होने के बावजूद , उन्हें विदेशी डिजिटल कंपनियों के खिलाफ कार्यवाही करने का अधिकार की शक्ति नहीं है। डिजिटल इंडिया में आत्मनिर्भर भारत को सफल बनाने में अब संसद , सरकार , अदालत  और कैग को बड़ी भूमिका निभानी होगी।

अब एक साल में ही मिलेगा ग्रेच्युटी का लाभ

 लेबर कोड में सरकार ने किये कई अहम प्रावधान : 

नई दिल्ली। वित्त मंत्री निर्मला सीतारमण ने आत्म निर्भर भारत मिशन के तहत 20 लाख करोड़ रुपए के पैकेज की दूसरी किस्त का ऐलान किया है । इस दौरान वित्त मंत्री ने कहा कि सरकार लेबर कोड के जरिए श्रमिकों के हित में बड़े बदलाव करने जा रही है। उन्होंने बताया कि यह अभी संसद में लंबित है और वहां से पास होने के बाद श्रमिकों को इसका लाभ मिलेगा। इसमें यह भी प्रवधान किया गया है कि ग्रेच्युटी का लाभ कर्मचारियों को 5 साल की बजाय एक साल की  नौकरी के बाद ही मिलने लगेगा।

 

वित्त मंत्री निर्मला सीतारमण ने कहा कि सरकार लेबर कोड के जरिए देशभर में सभी कर्मचारियों को न्यूनतम वेतन दिलाएगी। अभी केवल 30% कर्मचारियों को न्यूनतम वेतन मिल पाता है। सरकार लेबर कोड पर काम कर रही है इसके तहत सभी कर्मचारियों के लिए न्यूनतम वेतन तय किया जाएगा। उन्होंने यह भी कहा कि सभी राज्यों में न्यूनतम वेतन में अंतर को खत्म किया जाएगा। 

 

वित्त मंत्री निर्मला सीतारमण ने कहा कि 10 से अधिक कर्मचारियों वाले सभी संस्थानों के लिए देश के सभी जिलों में ईएसआईसी सुविधा को लागू किया जाएगा। 10 से कम कर्मचारी वाले संस्थान भी स्वेच्छा से ईएसआईसी से जुड़ सकते हैं। सभी कर्मचारियों का साल में एक बार स्वास्थ्य परीक्षण कराना अनिवार्य होगा।

 

अपॉइंटमेंट लेटर और स्वास्थ्य की जांच

 

वित्त मंत्री निर्मला सीतारमण ने कहा कि इस बिल के पास होने के बाद सभी कंपनियों के लिए सभी कर्मचारियों को अपॉइंटमेंट लेटर देना अनिवार्य होगा। इसके अलावा सभी कर्मचारियों का साल में एक बार हेल्थ चेकअप कराना होगा।

 

एक साल में ग्रैच्युटी का लाभ

 

वित्त मंत्री ने कहा कि 44 लेबर संबंधी कानूनों को ४ लेबर कोड में समाहित किया गया है। यह संसद तक पहुंच गया है। संसद में पारित होने के बाद इसे लागू किया जाएगा। इसमें प्रावधान किया गया है कि स्थायी कर्मचारियों को एक साल में ही मिलेगा ग्रेच्युटी का लाभ मिलेगा , अभी 5 साल की सेवा के बाद मिलता है।

 

कैसे मिलता है ग्रेच्युटी का लाभ

 

मौजूदा समय में पांच साल की सेवा पूरी करने के बाद कंपनी द्वारा कर्मचारी को यह लाभ दिया जाता है। यदि पांच साल से पहले नौकरी बदल ली जाए तो इसका लाभ नहीं मिलता है। ग्रेच्युटी का कर्मचारी बेसब्री से इंतजार करते हैं क्योंकि इसमें उन्हें एक अच्छी खासी रकम मिलती है। अभी ग्रेच्युटी की गणना के लिए 15 दिनों के अंतिम न्यूनतम वेतन को कामकाज के साल से गुणा किया जाता है और फिर इस रकम को 26 से भाग किया जाता है। न्यूनतम वेतन में महंगाई भत्ते को भी शामिल किया जाता है।

After enrolling in India, these grasshoppers are now starting to appear in the cities except in the fields. For the past few days, their herd is being seen in the cities of Rajasthan. Apart from this, they have also been seen in some parts of Madhya Pradesh and some parts of Maharashtra like Vidarbha. But their arrival in India at this time and entering cities is a bit unexpected. The reason for this is that usually a locust team enters India in July-October. Instead of entering India, the border of Pakistan is adjacent to Rajasthan and Gujarat. In the year 2019 also, these locusts ruined the rabi growing crop in western Rajasthan and northern Gujarat. This was the first major locust attack on India after 1997 in 2019. But now for the second year in a row, these locusts have attacked. On April 11, 2020, for the first time, the Ministry of Agriculture had issued a warning regarding the attack of these locusts in Sriganganagar and Jaisalmer districts of Rajasthan. 

KL Gurjar, deputy director of the Local Warning Organization, which comes under the Ministry of Agriculture, says that this team of locusts has attacked ahead of time. Right now there is no crop in the field, so this team of locusts is moving towards the greenery seen in the cities. This is the reason why these locusts are being seen in Jaipur in Rajasthan, Gwalior, Morena and Shivpur in Madhya Pradesh, Amravati, Nagpur and Wardha in Maharashtra. According to KL Gurjar, currently three to four teams of locusts are in Rajasthan, two to three teams are in Madhya Pradesh and a small part of this party has gone to Maharashtra. According to the Locust Warning Organization, due to the high wind speed, these locusts are being penetrated in different states, which can travel about 150 km in a day.  

Keith Kressman, an expert on locusts in the United Nations, believes that these locusts always roam around in search of food. The monsoon has not started yet, so this locust of locusts has come to Rajasthan. And due to drought, they are targeting greenery of cities. It is a matter of why it has come to India about three months ago, so it will have to go in the year 2018, when Mekunu ruined Oman and Luban ruined Yemen badly. 

Due to these two storms, the big deserts of these two countries were transformed into lakes. This led to an increase in the breeding of locusts, which continued continuously till 2019. In March-April 2020, there was strong rains in East Africa, so to avoid this group of locusts reached Pakistan via Iran and then entered India from there.  

At present, the risk of loss of crops from the attacks of these locusts in India is extremely low. The reason for this is that there is no crop in the field at the moment. Preparations are now underway to plant paddy seeds, so there is still time for crops to grow. Orange farmers in Maharashtra have expressed some concern, but their attack in Maharashtra is so weak that it can be easily dealt with. KL Gurjar, deputy director of Local Warning Organization himself, has also confirmed this. However, the problem may be greater when breeding of this herd begins. This breeding will start with the onset of monsoon. Generally a female grasshopper is around 3 months of age. The female lays 80 to 90 eggs at a time and in three months she lays eggs three times. This means that a female grasshopper prepares more than 250 new grasshoppers in her three months of life.  

And if the breeding of these locusts is not controlled, then there will be 4 to 8 crore locusts in one square kilometer. And if they start breeding, then it will be difficult to stop them, because by then the kharif crop will be ready in the fields. Efforts have been started by the government to ensure that there is no loss of kharif crop. Union Agriculture Minister Narendra Singh Tomar has held a review meeting for this. After the meeting, it has been claimed that 21,675 hectares of land has been sprayed with pesticides to eliminate locusts. Also, 60 spray machines have been ordered from Britain, which can eliminate these locusts. At the same time, there are already 50 spray machines. KL Gurjar, deputy director of the Local Warning Organization, claims that there is no shortage of locusts, so drones are being resorted to.

बस एक ऐसी ही छोटी सी स्टोरी आज मैं आपके सामने लेकर आया हूँ उस व्यक्ति और ऐसी फैमली  के बारे में जो निरंतर पिछले 13 वर्षो से लोगो लगातार लोगो की सेवा में निरंतर लगा हुआ है , जिसका मात्रा एक लक्ष्य है प्रतिभाशाली बच्चो की प्रतिभा को निखारना और उसे उसके मुकाम तक पहुंचना। 

जी हाँ ऐसे ही सख्श  का नाम है श्री नवनीत जिन्होंने अपनी संघर्षभरी जिंदगी में सबकुछ देखा और जब वर्ष 2001 में आप पश्चिम मध्य रेलवे  जबलपुर के सुरक्षा विभाग में शामिल हुये तब आपने करियर को यही खत्म नहीं माना। आप वर्ष 2001 से 2004 तक अखिल भारतीय रेलवे / रेलवे की एथलेटिक्स प्रतियोगिताओ में पश्चिम मध्य रेल का प्रतिनिधित्व किया। आपकी खेल के प्रति समर्पण भावना और खेल क्षेत्र में प्राप्त शिक्षा को देखते हुए रेलवे बोर्ड द्वारा स्वंय संज्ञान लेते हुए एक वर्षीय डिप्लोमा इन स्पोर्ट्स कोचिंग, एन आई एस  (एथलेटिक्स) पंजाब, पटियाला के लिए आपका नाम नामित किया जिसे आपने वर्ष 2006-2007 में सफलतापूर्वक प्रथम श्रेणी में भी उत्तीर्ण किया।

सच्चा आदमी वही है जो कभी रुकता नहीं सदैव अपने पथ पर चलता जाता है चलता जाता है और बस चलता ही जाता है क्योकि 'रुकने का नाम जिंदगी नहीं' है। ऐसी बात नहीं है की आदमी कभी थकता नहीं , आदमी ही थकता है , हारता है , टूटता है , पारिवारिक परेशानिया भी आती है परतुं सब लेकर चलता है। पर कभी रुकता नहीं है क्योकि "जिंदगी का नाम रुकना नहीं " कहते है न "जिंदगी रुक जाना नहीं" और "चलती का नाम गाड़ी"  , जिंदगी संघर्षमय है और जो इसे समय रहते समझ गया वही आज सफल इंसान है।

बस ऐसे ही सख्शियत का नाम है श्री नवनीत जिनमे हुनर है, जोश है, एथलेटिक्स है  और अपने जीवन के अनुभव से बच्चो का भविष्य बनाना जानते है बस यही कहते है हारना नहीं आज नहीं तो कल एथलेटिक्स परीक्षा में सफल होंगे जरूर बस हौसला रखना है। कामयाबी आपके कदम चूमेगी शायद यही वो जोश है जिससे आज तक आप 700+ बच्चों को उनके करियर पर पंहुचा चुके हो (विभिन्न शासकीय विभागों  में )। एक एवरेज माने तो करीब 50-60 बच्चे हर वर्ष आपके क्लब से विभिन्न शासकीय विभागों के लिए चयनित होते है।

Great relief for college students, now two degree courses can be done simultaneously, UGC gave permission

 UGC gave permission to do two degree courses simultaneously

The University Grants Commission, while giving a major verdict, has given permission to the students to pursue two degree courses simultaneously. The only condition is that one of them should be regular and the other should be in open, distance or online mode.

UGS Allows Students to Pursue 2 Degree Courses Together: The UGC has given a big decision to allow students to pursue two degrees simultaneously. That is, now you can do BBA from Delhi University, IGNOU or BBA from any other distance education institute together in the same year. For the last several years, students used to complain that they cannot do two courses simultaneously, whereas at times it was necessary for their future plans. But earlier it was considered wrong to take two degree courses in the same year simultaneously, which was not allowed. But now students can do this. However, permission has also been obtained with a condition here, under which one of these two degree courses can be a regular course but the other should be an open, distance learning or online mode course. That is, both degree courses cannot be regular. The UGC has taken this decision considering a proposal.

There can also be separate streams and separate institutions -

The most special thing about this relaxation given by the UGC is that students can also choose to take the course from two different streams. That is, science and humanities can be selected together provided your institute is giving its permission. You can study together from two different institutes or universities. Or if the same institute offers both courses then you can do it from there also.

The committee while talking about this said, since the issue of minimum attendance is associated with regular courses, the committee has the option to do another course with distance learning. UGC Secretary Rajneesh Jain believes that this will increase career prospects for students.

 

UGC launches helpline number for students; enter your complaints on it

UGC has launched a helpline number and email ID to know the problems of the students amid deteriorating arrangements. On this, students can raise their complaints, problems or any other serious issue.

UGC Launches Helpline Number and Id for Students: University Grants Commission (UGC) has launched a helpline number and email ID to help students and to know their problems. They can tell their complaints by calling on it or mailing it to the email address given. Actually, due to Corona virus, there have been many changes in education and education system these days. Somewhere the exams are being postponed, and then somewhere their pattern is being changed. In the midst of all these new changes, students are not able to sit well at times. Along with this, many times they have their own reasons, which are obstructed in following the instructions from the colleges. To solve these and many such problems, the UGC has given the students a chance to say their words. They can register their complaints on this helpline number or can also send them on email ID. For your information, let us know that before this, UGC also launched guidelines and academic calendar for universities. Students can also complain on the UGC pre-existing online students' grievances redressal portal.

This Grievance Redressal Cell of UGC will monitor all questions, complaints and other academic matters of students, teachers and institutes arising out of Kovid-19 epidemic. Not only this, along with grievance redressal, the UGC has also set up a task force to address the concerns, grievances of students, teachers and institutions and seek redress accordingly.

27 May 2020 Comet: On April 29 last month, the threat of the massive Asteroid hitting the Earth was averted that another such astronomical event is likely to occur. Although this time it is not an asteroid, but a giant comet is moving towards Earth at a fast speed. It is going to enter the Earth's orbit from the Sun. By the end of May it will be very close to the Earth. It can also be seen directly from the earth.

Comet sighting is a rare occurrence in itself as they appear once in many years. Called Comet SWAN, this comet is carrying miles long dust, stone pieces, gas, ice, particles of space debris, etc. behind it like tail stars. They glow when exposed to sunlight. Although comets are not as deadly or harmful as asteroids, nothing can be said in advance about the effect that occurs after entering the Earth's atmosphere. Generally, small-sized comets enter the Earth's orbit and burn by burning. It gets blown up and we see it in the sky as a scene of a star falling apart. The impact of this comet approaching the Earth on May 27 can be seen on the sky. It is being told that due to this the color of the sky will turn green, which will be a thrilling experience. Know the special features of this comet - The tail of this swan comet is millions of miles long, which is the center of attraction for space lovers and scientists. - It can be seen with straight eyes, without the aid of a telescope, but in the meantime it should not be hit by any other comet or object.

• -At this time it is 53 million i.e. 4 billion 2 crore 77 lakh 3 thousand 200 miles from the earth. According to the speed at which it is moving towards the Earth, it can hit the Earth by May 27.
• - In many European countries, including Britain, it can be seen in the evening. In Asian countries, it can be seen as per Eastern Time Zone.
• - Space scientists say that this comet hits the Earth once in 11 thousand years. However, there is no damage, only the color of the sky changes to green.
• - It can be seen clearly on 27 May. Good if you have a small thick telescope or telescope.
• - The closer it is to the Sun, the greater its brightness will be. There is also a possibility that it will break into small pieces.
• - This comet consists mainly of a part filled with ice and methane gas orbiting the Sun. The reason for coming close to the Earth is the gravity of the Earth.

What are comets? 

Comets or comets are stars found in the solar system, which are basically small pieces made of stone, dust, ice and gas. These planets revolve around the Sun in the Solar System. Short-comets complete the orbit of the Sun in an elliptical path once in about 6 to 200 years. The path of some comet stars is annular and appears only once in its lifetime. Comets with long paths often take thousands of years to orbit one. Most comets are made of ice, carbon dioxide, methane, ammonia and other substances such as silicate and organic mixtures. They are also called as the tail in the common language because behind them there is a long tail of the above elements which shines with sunlight.
